REGULAMENTO INTERNO DO TORNEIO
INTERNAL REGULATION OF THE TOURNAMENT
Tendo por base as leis da FIFA, com o qual se jogará o evento, submete-se ao mesmo o seguinte aditamento, denominado por “ Regulamento Interno da 2ª Edição do Torneio Internacional de Futsal de Almeida”, o qual incide sobre:
Having for base the laws of the FIFA, with which the event will be played, we will submitted the following amendment, called " Internal Regulation of the second edition of the international futsal tournament of Almeida", which will have in consideration:
1. Sistema Competitivo da prova / competitie system type
O Sistema de competição utilizado é o meias-finais e finais.
Haverá duas meias-finais, jogando a final os vencedores destes jogos. Os vencidos irão disputar o jogo relativo a atribuição dos 3º e 4º lugares.
Cada jogo será de 40 minutos, distribuídos igualmente pelas duas partes, isto é, 20 minutos cada parte (tempo cronometrado), ou seja sempre que a bola sai a contagem do tempo de jogo é interrompida.
2. Tempos / Times control
A duração dos jogos será cronometrada pela mesa de jogo e pelo placar do Pavilhão (20X20). Nos jogos das meias-finais, os mesmos serão cronometrados (20X20). Em caso de empate, após os 40 minutos cronometrados, disputar-se-á um prolongamento de 5 minutos (apenas 1 parte de 5 minutos). Caso persista a igualdade, haverá lugar a marcação de grandes penalidades (5 para cada lado) – procedimentos da FIFA a serem aplicados.
The duration of each match will be chronometered by the Timekeeper and the scoreboard of the Sport-hall and will have 40 minutes (20X20). Only in case of a draw after this time, it will have an extra-time period of 5 minutes (only one period of 5 minutes). After that, if still draw persist, we will have the procedure of penalties shoot-out (5 for each side) – Here, procedures of the FIFA will be applied.
3. Procedimentos por parte do Delegado de equipa / Obligations of Leader of the Team
O Delegado de cada Equipa deverá dirigir-se à mesa de jogo, até 45 minutos antes do mesmo ter início, entregando a Ficha de jogo por forma a mesa e o Delegado da prova verificar os elementos apresentados.
As regras utilizadas são as específicas do Futsal – Leis e regulamentos da FIFA - pelo que em caso de alguma dúvida deverá solicitar à organização que esclareça as mesmas.
The Leader of each Team will have to 45 minutes before kick-off, to delivering the lineup sheet of the match to the Timekeeper or to the Delegate of the Tournament. One of theme will verify the presented elements.
The rules are the specific ones of the Futsal - Laws and regulations of the FIFA - In case of some doubt the Team Leader will have to request to the Delegate of the tournament to clarifies it.
4. Castigos / Punishments
Se um jogador / dirigente for advertido com o cartão vermelho (ou ordem de expulsão) directo fica automaticamente suspenso do jogo e com suspensão a posterior para o jogo seguinte. A acumulação dos cartões amarelos origina a exclusão da partida, posteriormente até um jogo de suspensão. A acumulação dos respectivos cartões soma entre 10 e 50 pontos (Amarelo / Vermelho), sendo os contabilizados para o troféu “Fair-Play” – é também tido em conta a ocorrência de número de faltas por jogo, valendo cada uma um ponto.
If a player or someone from the team is booked or advertise by the Referee, with a red card or with the expulsion procedure, he will be automatically suspended from this match and from the one of the final (or 3º and 4º places). Two yellow cards give also the exclusion from the match – that can give until 1 match of suspension. For the “Fair.Play” Trophy, each yellow card gives 10 point of penalties to the team, the red one gives 50 points and each fouls equals one point. The Team with less penalties points win the “Fair-Play” Trophy.
5. Reclamações e protestos. / Protests and complain
As reclamações técnicas dos jogos, nunca sobre decisões do árbitro , deverão ser feitas por escrito à organização, no máximo até uma hora após terminus deste para a organização.
Os protestos devem ser entregues ao Delegado da prova, logo após ser conhecida a decisão sobre a correspondente reclamação, nunca ultrapassando o prazo de uma hora.
Complaint about the referee errors will not be tolerated, only techniques situations about any error procedure in the match. To complain about those situations, the Team Leader will write to the Delegate of the Tournament and expose is claim until one hour after the end of the match. After that time, the Organization will have until one hour to give you a answer.
6. O Delegado da prova / The Tournament Delegate
Compete-lhe informar aos interessados sobre todos os protestos apresentados e decisões sobre a(s) mesma(s). As decisões sobre matérias técnicas ou de facto, são vinculativas para a organização e delas não há lugar a recurso.
À organização, designou dessa forma um delegado da prova com poderes necessários para informar todas as decisões finais relacionadas com todos os sectores da organização envolvidos com a realização dos jogos.
It competes him informing to the interested parties of all the protests presented and decisions taken. This Delegate who have been named by the Organization of the tournament, provides and clarifies you from all techniques decision or situation. After that, it will not have any resource from anyone.
Delegado da prova / Delegate of the Tourmanent :
O delegado fará o acompanhamento, "IN LOCO", de todas as ocorrências, nas áreas técnica e administrativa, antes, durante e após a realização do jogo, além das atribuições em articulação com o Sector de Imprensa.
Estará no pavilhão 40 minutos antes do início de cada partida e obriga-se a permanecer no Pavilhão até 15 minutos após o final da partida, a fim de cumprir suas atribuições, envidando os esforços necessários para que todas as condições estejam atendidas para a realização do jogo no horário estabelecido.
É sua responsabilidade preencher atempadamente o boletim de jogo / imprensa, sendo que as equipas far- lhe-ão chegar a informação até 45 minutos antes do início da partida .
The Delegate of the Tournament will make the accompaniment “IN LOCO” of all the occurrences in all areas from the Sport-hall (techniques and administrative) until the end of each match.
He will be the responsible to give to the Press all the information about the lineup of each team before the match (He will be also at the Sport-hall 45 minutes before kick-off).
7. Equipamento Desportivo/ Kits coulours
O Delegado assumirá ainda a coordenação técnica entre as equipas no que diz respeito aos equipamentos com os quais irão jogar. Assim, será marcada uma reunião prévia com todos os intervenientes com o intuito de em conjunto estabelecer normas, prioridades e decisão definitiva sobre os uniformes a utilizar (por questões óbvias, nomeadamente por interesse de transmissão televisiva).
The Delegate of the Tournament will assume the technique coordination between all Teams and referees (after a meeting) about the decision of the colours kits that will be establishing and with which each Team will play. He will also take priorities and decision about questions due to TV transmission.
8. Inscrições de Atletas / Players registrations
As equipas participantes deverão inscrever os atletas na ficha de inscrição distribuída no dia da Reunião Técnica, em modelo oficial (designada por ficha de comitiva), sendo que nos respectivos jogos apenas poderão actuar elementos nela mencionados.
Aquando do preenchimento da ficha de jogo, cada equipa poderá inscrever no máximo 12 (doze) atletas nomeando os restantes elementos para estar no banco. Os restantes, podendo estar numa junto da zona pré-definida, não se poderão sentar com a restante equipa.
Each Team will have to inscribe the all the athletes in the registration sheet distributed (official model of the FNC). After that, only the mentioned ones will be able to play or to seat on the bench.
After the Lineup sheet, where each Team is only able to inscribe a maximum of 12 (twelve) players, the Team Delegate will mentioned the others elements that will seat on the bench (no more than twelve). Those who will not be inscribe on the Lineup Sheet (or suspended ones) cannot be near of the bench zone.
NOTA : Os casos omissos neste regulamento serão pontualmente resolvidos pela Comissão Organizadora, sendo que as decisões tomadas pela comissão, não serão alvo de recurso.
All the The omissive cases in this regulation promptly will be decided by the Organization. All decision taken by the Organization, announce by the Delegate of the Tournament, will not be able of resource.
